All those *-config stuffs are shell scripts. There must be a problem
somewhere in your environments that prevents it from recogniing shell
those scripts as executable. I don't know which mecanism cygwin uses
here. Have you tryied to add the .sh extension to those scripts ? (just
a wild guess).
