[vlc-devel] Updates for Cygwin compile environment (Trax)

In the Cygwin environment doc, you might want to add "libtool" and "curl" to
the packages, for those who wish to be able to build extras/contrib.
Under "Devel", the entry would be 1.5.20-2 libtool
Then you want a section for "Web", with an entry reading 7.15.1-1 curl 
It might be worth noting that the gettext version is specific -- using a
newer one may result in failure.
