This is not correct.

MLDv1 is "equal" to IGMPv2, implemented e.g. on Windows XP
MLDv2 is "equal" to IGMPv3, implemented in Vista only.

Thus you can run non-SSM IPv6 multicast on XP, but need to tell the
user he has no support for IPv6 SSM on this OS.
