[vlc-devel] [PATCH] User manual documentation for jump hotkeys

I think it would be useful to add a section about the jump hotkeys to the user 
manual.  Forum posts suggest that some users are not aware of these
hotkeys, but they are quite useful.  I think they are the only way to drag the
playback position around when in full-screen mode, and holding down a jump
back hotkey is VLC's equivalent of a rewind button.  

I tried writing a subsection about jump hotkeys for the Hotkeys section of the
user manual.  Here is what I came up with:

Please let me know if you are interested in using this, and if so, I'll deal with the
OS X to-do's and work on a French translation.   In that case, please let me
know in what format to submit the patch.  (I mean, is the format linked above
good enough, or would you prefer a diff against the user manual HTML currently
on videolan.org, or some other format?)

Also, personally I didn't know about these hotkeys until I happened
