Did a little research in this area about a year ago. The problem
appears to be that it takes vlc that long to initailize everything.
Thats not really a huge problem. The problem is that once the
streaming starts, there is no provisions to skip ahead. The UDP
streaming / receiving does not have the ability to know what is the
real clock between the two systems. I think you will have to use RTP.
