Take a fresh install of CYGWIN. I don't know about the last SVN config file
but one month ago it has built under CYGWIN.

excellent answer ;) - but is it only a bug in cygwin? (which should be 
fixed by their developers in future) - or is the problem caused by 
incompatibilitys of cygwin & the current svn code?
