I've removed ticket editing and creation privileges for web created trac
users. Accounts now need to be validated before they can be used to
create or edit tickets. This will be an extra burden for people with
admin rights on trac but it's not like we expect 100 people to create an
account every day.

Instructions to get your account validated are available on the VLC trac
homepage.

(For admins: this means that you need to add the user to the "validated"
group)

This might not be an ideal solution but it should work. (People managing
the rockbox wiki, on http://rockbox.org, require this kind of
authorization and they didn't get any spam since they added that
requirement)
