When someone sends a patch, everybody waits for someone knowledgeable, 
such as one of the authors of the affected piece of code.

If there are none (because the authors are gone), nothing happens until 
patch submitters start insisting. I understand that is frustrating, but 
I would not expect any improvement. I have seen the same problem in 
other OSS projects, by the way.
