Yes and yes.  I'm coding it right now, actually. I had already submitted a patch for the PVR module, but apparently it was never incorporated.

Do you own such a v4l2 device? If yes, would you be willing to code
 support
for it in the VLC v4l2 access, or at least help by testing changes  ?
(which would mean that you'd be able to compile your own VLC)
