[vlc-devel] Patch to directly manipulate transcode output aspect ratio flag

I'm submitting a patch for consideration that allows a user to directly
set the output stream's aspect ratio flag during transcoding - it's an
option I've been missing, or it's so very well hidden that I didn't find
it even after weeks of looking.
