Sure,
vlc -I dummy -vvv /local/musa/mp3/musicfile.mp3 --sout '#transcode{acodec=mp4a}:std{access=http,mux=ts,dst=:4444/test.ts}'

I think that's simples case where problem occurs. mp3 file is according
to ffmpeg:
Input #0, mp3, from '/local/musa/mp3/musicfile.mp3
   Duration: 00:03:13.9, start: 0.000000, bitrate: 128 kb/s
   Stream #0.0: Audio: mp3, 44100 Hz, stereo, 128 kb/s
