[vlc-devel] Windows Extras/contrib flac build broken? Perhaps from commit 22240?

For some very great reasons, flac people have decided to change all the
#ifdef __WIN32__ with __MINGW32__ and this is problematic in cygwin I
guess.

Maybe that'll fix it.
