[vlc-devel] Release .plan suggestion

Hello,

  Here is what I suggest:

- tonight (late or tomorrow very early), we branch master from 0.9.0 and
reopen the merging window
- We let 24 hours to update Changelogs, NEWS, .po and other blabla and
tag 0.9.0. (no code) We produce testing binaries.
- Binaries makers ( me for win32, feepk for osx, * for linux) prepare
some binaries during the week and when they are ready, release.

Yes, I need some time to size-down the Windows package as previously
discussed here, on IRC and on whatever.
