[vlc-devel] translation related - a few tooltips locked in English

When opening the general open file dialog, the disk tab, over the drive
selection and browse button there is a tooltip "Select the device or
the VIDEO_TS directory" that is English-only.

When playing a DVD, there are three more buttons on the
main interface; the "Previous chapter" and "Next chapter" tooltips are
English-only.
