[vlc-devel] [PATCH] Add:: Static Detect Video FIlter

Static detect detects stationary images within a video and takes
snapshots of them.
It is fully parametrized to account for videos with different amount
of irrelevant motion
(e.g. noise). Main parameters are motion tolerance and stationary
time. The module is
called static. Full parameter description with vlc -p static --advanced.
We also support sensivity parameter callback for realtime update and a
custom snapshot
command for manual operation to overcome motion meter being snapshoted
