Hmm, I hadn't realized the 'VLC needs restarting' wording was
still in the commit message (lots of rebase -i). A need for restart
was needed before I added the new configuration callback code,
but not anymore, sorry about that. Now, only the stream needs
to be restarted (so that the decoder is restarted, OpenDecoder
called again).
