[vlc-devel] Cygwin compilation HOWTO

I was bored of the old howto that is outdated and adds too many stupid
and boring stuffs (like .diff files or contribs rebuilding) that are not
usefull to most of the users.

Therefore you can have a new simplified version of this howto

This is based on the old one, but updated for trunk only, and
simplified.
