That why I think than it is difficult to uniform the work, mainly if
project structure are not the same. Some project can decide to implement
the both feature into different 'class', 'function','dll',... some
others can merge the both into the same 'monolithic' code.

Nothing is fully unrealistic, but user samples sharing can certainly
help for your initial proposal : sharing the 'common' codec/demux
development (not necessarily on code itself, but more on algorithm,
approach or format) by validation on the same set of samples.
