[vlc-devel] 0.9.0-test1 coming, strings review start

	Hello,

With most video blockers (hopefully) solved, and the bugs count down to 2, we 
can now pretty much tag version 0.9.0-test1 (on time!).

This means the translatable strings review starts now, and additions of new 
translatable strings mostly stop. This needs to be done before the 
translators update translations, and these folks will need time.
