This patch adds another selection to HTTP(S) access that allows to get Internet Explorer proxy settings from Windows registry (so VLC uses same proxy for HTTP as IE does).

http://forum.videolan.org/viewtopic.php?f=7&t=46406#p150090
as I have pointed in there, it needs minor additions (command line and/or installer option to select it would be blessing for IT admins). Code ain't that elegant (few long code lines etc.) and it uses many #ifdef WIN32 clauses so maybe someone wants to do win32http.c (or something similar).

Patch also changes http_proxy environment variable tooltip part to mention Linux and Unix (I didn't test if VLC tries to read http_proxy under Win32 so I might be wrong).
