Work in progress on libproxy... there is a port planned to windows that
will have a Registry plugin... where it will grab the settings from MSIE
(that's the only ones you can actually set in windows.. .and they are
also set when pushed down using Active Directory).

Once the libproxy port is done, we have the feature for windows too :-)
