Translated strings must use ASCII American English, i.e. the C locale.
Unicode British English is in po/en_GB.po, and Unicode American English would 
be po/en.po or po/en_US.po, but we currently don't have it.

Debug messages should use Unicode American for consistency. IMHO, we don't 
care much about comments and Doxygen.
