VLC - when used as a RTSP/RTP client - uses the "LIVE555 Streaming 
Media" libraries, which *do* support RFC 2435 (motion-JPEG over RTP). 
However, I don't know for sure whether VLC can *decode* the incoming 
JPEG data, but I know of no reason why it should not be able to.

In any case. though, please realize that JPEG is a very poor 
(inefficient) codec for video streaming.  Because JPEG frames are 
typically so large, each frame will usually take up many RTP packets, 
making this very vulnerable to packet loss.  If you have a choice, 
you should instead use MPEG (1,2 or 4) or H.264 video over RTP, all 
of which VLC also support.
