Is there any further debug information that I could get VLC to cough
up? ..more than simply "cant load this codec," that is.

Clearly there is something odd going on here. I've tried more than a
handful of XP and vista systems and get the same results (which are of
course 'not working' ones). Interestingly any developer I speak with
doesn't have the same result, even folks attempting to encode the same
input(s) as I.
