found the reason! C:\Programme\VideoLAN\VLC\sdk\include\vlc\plugins is not deleted when you make a new install with delete options and preferences and does not delete it when you do a complete uninstall. after i deleted the complete videolan folder and installed vlc it works.

are there other places where vlc has files and they may not be deleted?
