Hi,

This patch adds the ability to override the SAP announcement scope on a 
per program basis.  For example, this allows a user to advertise a 
program that is on GLOP space to the organisation or local SAP 
announcement groups rather than the global one.

An additional (optional) configuration entry for each program is used, 
scope=.  This is documented in the sample configuration file.  If this 
configuration line is omitted, the original behaviour of calculating the 
correct SAP announcement group is used.
