[vlc-devel] Confusing copyright in the transrate directory

	Hello,

There has been a complaint that modules/stream_out/transrate/putvlc.h
has a would-be non-GPL compliant license. This file was committed by
Christophe Massiot in 2003. Also similar-looking
modules/stream_out/transrate/getvlc.h has no license text at all.

Upon further investigation, David Flynn identified the origin as the
mpeg2codec package. You can get a copy there:
ftp://nic.funet.fi/pub/sci/graphics/packages/mpeg/mpeg2codec/mpeg2codec_v1.0.tar.gz

However, both files are really just table of numbers.
That sort of things cannot be copyrighted to the best of my knowledge.
