Annex A describes in detail how charset selection should be done.

NB: I tested several western FTA feeds on Astra 19.2 E and they properly
declare charset by sending 0x05 as the first byte of all texts (ISO8859-9).

Maybe the situation got better since the EIT code was commited ?
