Well, this is what they broadcast... Selecting ISO 8859-1 requires 3 bytes
(0x10 0x00 0x01) according to spec, while selecting ISO 8859-9 just one (0x05)
and BTW, the spec calls ISO 8859-9 "West European & Turkish" as only 6
characters are different from ISO 8859-1.
