Exactly my opinion. Anyway this file is from ISO reference
decoder/encoder, which is provided to help developing MPEG-2
decoders/encoders.

Does someone have so much spare time ? Anyway the file can be removed
altogether, since it's totally useless (quality is too bad to be of any
use).
