Please don't do that.

Having synchronized timestamps across elementary streams is a feature. 
Provided the streams have the same clock frequency, the receiver does not need 
to wait for RTCP-SR.

Besides, randomizing the timestamp is not remotely as useful as randomizing 
the SSRC.
