Because it is a winsock-only constant and only used in
network/winsock.c.
I think putting it in vlc_network.h would add it (unnecessarily, imho)
to
lots of other .c files.

If you'd prefer a patch that adds it to vlc_network.h then of course I'm
happy to provide one.
