[vlc-devel] [PATCH] -- scaling activation/deactivation

 This patch can be a solution to a feature requested on the forum lately
(http://forum.videolan.org/viewtopic.php?f=7&t=54585&p=179641&hilit=blac

Actually, a p_vout->b_scale was already existing in the code(found in
vlc0.8x/0.9x/1.0) without really being used (always set to true).

This patch just makes extensive use of it by :
   - creating a --[no]-scaling option
   - creating a hotkey (Ctrl-C)

Benefit is:
- When a video or an image is scaled up, user can easily toggle to the
original size and vice-versa.

I'm sending it just in case it helps ... (weird, it was not already
done, ...maybe I missed something ?)
