Keyboard shortcuts used to work, roughly until 0.9.8a. For my point of
view, it is an accident they do not work for web plugins.

But I am not sure setting vout-event as safe will fix it.

In fact it is not intended to do it but as some may want to use the
ActiveX with or without letting VLC catch events, I propose it to be
safe to be on the road to propose both catched and not-catched event
through the ActiveX.
Hope I am not wrong thinking this option can allow it. Otherwise, we can
forget it for this patch.
