On Windows, xspf (and therefore media library) is in a bad shape.
Changes were made to save URI with the official
file:///C:/path/to/file/file.ext format. This is great, but regressions
throughout vlc are numerous: fails to open ml.xspf, fails to display
names in a short form in the playlist (both qt and skins)

That is quite a visible regression for Windows users .... a blocker ?
