[vlc-devel] Posting patches

I have posted a patch to src/input/stream.c to vlc-devel at videolan.org using
the automated method with git, and by hand through my normal mail program.
I have not yet seen it appear on the mailing list.

Is there some authorization that needs to be done before I am allowed to
post to the development list?
