[vlc-devel] encoding while streaming

Hi,
I saw in an example of streaming using a trnscoding:
*vlc -vvv input_stream --sout
'#transcode{vcodec=mp4v,acodec=mpga,vb=800,ab=128,deinterlace}:
standard{access=udp,mux=ts,url=239.255.12.42,sap,name="TestStream"}'*
as this example I understand it take the input and encode it as mp4, is it
true?
If it is is it done using the libavcodec in the encdoe?
