[vlc-devel] [RFC] revert Win32: always use the performance timers

Hello,

I would like to revert that commit on the 1.1 branch for 1.1.6.

I know that this commit was supposed to fix things, but so many people
are now complaining, compared to the old issues. I have hardly ever seen
that many complaining about the same issue.

Issues are usually with audio outputs, but not only.
