First of all, there is a bugtracker on trac.videolan.org, which lists  
most bugs and feature requests on current mainline VLC.

However, I would like to make you aware of our re-write of VLC for the  
Mac, which is currently hosted at github [1]. It has an issue tracker  
of its own overthere.
If you want to join VLC's development affords: this is the future and  
the way we want to go. You are welcome to start a fork and we will  
merge your patches :-).
For discussion, this list is alright.
