[vlc-devel] Win32 contrib clarification

Hi there.

I am building VLC 1.0.3 on 32bit WinXP using MinGW/MSys

Looking at the contrib package can someone tell me what the runtime
version refers to - i.e the version of what library / platform?

I was going to use mingw-gcc 4.2.1, however I am not sure of the thing
that needs to be version 3.15.2
