Just go fullscreen with a video on Win7 and play with 'o', alt-'o' and 
alt-shift-'o' hotkeys
Video should now expand beyond the display limit when pressing alt-o, 
providing a zooming effect.

Since this may be dependent on the driver (direct3d, .... ) or the 
overlay stuff, check these various configs.
