On a real *nix system vlc uses the vlc.mo in
${PREFIX}/share/locales/${LANG}/LC_MESSAGES  for both installed and
builddir vlc.

On Windows, an installed vlc uses the ${LANG}.mo in ${directory where vlc.exe is}/locale/ 

Not sure what vlc does on a builddir on cygwin
