It's quite "simple". By design, an audio output is instantiated if/when there 
is  an audio track being played. If there are no audio tracks, then the JACK 
plugin does not even get invoked. And if there are multiple VLC inputs each 
with their own audio tracks, VLC will instatiate as many audio outputs.
