[vlc-devel] fix #3918 for 1.1-stable

Hi all,

Could someone cherry-pick the commit ef61df309612786ed316534908978a2a to
vlc-1.1 bugfix branch?

It fixes http://trac.videolan.org/vlc/ticket/3918 that is causing major
issues for many Windows users. The bug is also affecting my setup which
is regular Windows XP SP3 on Desktop computer: HP Compaq dc7900 with
Intel Core2 Duo CPU E8500.
