[vlc-devel] [PATCH] update windows rename function

as suggested by Keary with his liveHttp update, this fixes the issue where  
windows fails to update the .m3u8 file as it is updated.

It brings the windows rename function in line with the other rename  
functions in overwriting a pre-existing file.
