Sorry for the double-post - I also experimented with a version that 
aggressively tries to keep any lock-on it has acquired (technically, 
will not adjust cadence detection from frames with low motion).

It works fine on the same DVDs I've been testing the original on, and 
catches small local motion (characters talking) better, but with some 
other DVDs this new version keeps its old lock-on even when it 
shouldn't. Also seeking in the video is a problem, because the filter 
doesn't get that information (ideally, it should be reset when the user 
jumps to a new time position).

I'm posting this version just in case anyone is interested. The attached 
patch can be applied on top of the one I just sent. It may be better to 
go with the original version for now, although it's not perfect.
