[vlc-devel] Phosphor: new deinterlacer under development

Dev update:

Discovered the reason for the uneven framerate. Will post a separate 
message about that, as it goes pretty deep.

For streams, for which the usual assumption holds that every input frame 
means two output fields, Phosphor currently works and I think looks good.

I can send in that version once IVTC is out of the way.
