You know very well what I meant.

The iOS platform is closed to third parties. You can't publish an application 
to iOS devices without vetting from Apple, except on jail-broken devices. And 
incidentally, Apple removed VLC from AppStore today.

They are "worse" cases. For instance, Nintendo requires developer approval to 
get even the WiiWare SDK :-(

Windows is proprietary but anyone can develop and distribute applications.
