[vlc-devel] [FOUND] Fix for AAC decoding in Japanese DTV

I've been pointed to a potential fix to the issue that occurs when
decoding AAC from ISDB-T (Japan DTV).

See #3238 and #2575.

Yes, the patch is against 1.1.x
Yes, the patch is not 100% clean.

But I throw it here so that someone that has time/will can have a look
at it.
I can provide sample, of course.
