[vlc-devel] ActiveX, npapi: added stub .rc for compiling under VS without autotools

If "autogen.sh" and "configure" was not executed, and therefore axvlc_rc.rc
and npvlc_rc.rc will not exist, then VS will use "stub" files from
\build\vc_shared\activex\stub and build\vc_shared\npapi\stub respectively.
